Try the 4s. True, they are better quality reeds, but you can probably use a 4.

I'm not sure I understand your question because the alto clarinet is pitched in Eb, not Bb. However, I can tell you that the Eb alto clarinet needs a larger reed than the standard Bb clarinet, so the answer to your question is probably "no". As far as I can tell, Amazon doesn't sell Rue Lepics for alto clarinet (and I'm not sure that Vandoren even makes them). For me it was quite similar to the V12. I would describe the V12 as warmer. For me the upper register was easier to play / less Tinny than the V12 but they were both very similar for me.
