Q: Is it waterproof and is it warm?

It is water repellent. I am in and out the weather while golfing in light to medium rain. It does cut the wind but I would not say it is warm.

Q: Doesn’t this jacket come with a hood?

Yes! It may be one that zips down inside but I think it's a full time out style. I keep mine in my golf bag and only used once, so I would have been a bit upset to not have had a good on it in a downpour. Very comfortable and dried fast too.
