Can this be diluted with water and used with a mop and bucket?

No, the Zep Multi Surface Floor Cleaner is ready to use. If you prefer a concentrate to use with mop and bucket application or in an automatic scrubber, we recommend the Zep Neutral Floor Cleaner Concentrate. When used as directed, 3 ounces per gallon of water, the Zep Neutral Floor Cleaner Concentrate, clean and restore the shine to most interior floors including: vinyl floors, asphalt tile, rubber, sealed concrete, marble, granite and other natural stone floor surfaces. Do you have to dilute this?

The directions do not tell you to dilute it so I don't. I do go through it quickly. It does not say concentrate either.

Does it really take 6 weeks to get this?

No..I got mine in a few days..I don’t dilute it..it’s great..

Does it leave the tiles shinny?

Can't speak for tiles. I use on laminate. I'm sure there would be a clean shine. It's a cleaner not a polish.
