Are the bags washed? Disinfected?

I do not know if they are washed, I usually rinse the bags before I put the ice in them. I got mine all before the corona virus started anyway.

Do these bags come with ice in them?

Kinda...it's dehydrated water, you simply add water to the bag, then freeze. Love these!!!

leakproof? Could I fill partway with store ice while camping to keep veggies fresh but not waterlogged from ice melt. (No freezer for gel packs.)

It is a very thin bag and ice melts quickly in standard cooler, it might work if you put veggies in a sturdy freezer bag inside but again depends on cooler imo.
