It does not come with a slimmer but if you search for Fluval evo 13.5 skimmer, it will pop up. I have the skimmer as well and purchased it sperately

Q: Does this come with the protein skimmer?

This tank does, but it's not the kind that uses bubbles. It's a simple plastic piece that comes in the kit that you attach to the water return. It causes the surface of the water to slope into the return thus skimming the surface. Fluval also made a protein skimmer that you can purchase separately that was built with this tank model in mind.

Q: Could I use this as a terrarium?

Yeah or you could get a glass box at Walmart

Q: Power and light wise, what is the difference between the evo "v" marine and the spec v aquarium? i know the marine is slightly larger than the spec.

The Fluval Evo V is designed for saltwater having a 11000K light and 3 stage filter, the spec V is for freshwater with a 7000k light. So it depends on what you want to put in the tank.
