No, you don't get an inside layer. This is just the outside Gore-Tex piece. It doesn't have an inner zipper either. The one with those features is called "Minimalist Component".

Q: does the hood roll up and store away in the collar when you don't need it?

I called marmot and they said it does

if you are referring to adding a fleece layer underneath the jacket, it is solely depends on how loose your jacket is in you. I picked the size that is loose enough for me to add layers.
