Will the polylok 3008-rc septic tank riser cover, 24-inch fit directly on this adapter ring. i dont want risers, need to keep lid low to the ground.

Will the 20" lid fit this adapter with no riser?

Is it necessary to screw this to the septic tank or can you just use a sealer to connect it?

You defiantly need to use a sealant to prevent water leaking into your system. The manufacturer recommends butyl rope that can be found herehttps://www.amazon.com/Sealing-Tuf-Tite-Polylok-Septic-16/dp/B01IRM64UW?ie=UTF8&*Version*=1&*entries*=0It is also recommended to use concrete tapping screws to attach it to the top of your tank. We use Tapcon screws. This step is not 100% necessary but it is highly recommended.

how does the riser attach to the adapter?

It was quite awhile ago but pretty sure it was screws
