Ours did come with instructions. My wife actually put it together and she's not even mechanically inclined.

Can the bottom fabric drawer withstand the weight of hanging files?

The bottom drawer has the racks for the hanging file. I was just advise as with any hanging files to not over load the files. As long as you are being conservative with usage you will be fine.

Can this file cabinet be pulled out completely？

Not sure exactly what you mean by completely, whole unit is on casters so entire unit rolls easily. The file drawer can be pulled out entirely and set down somewhere else as can each drawer. Hope that helps
