Is this socket center positive?

I would imagine so, but can't see inside the socket the fuse is also on the red positive wire.

Can you change fuse or is it sealed

Yes you can change the fuse, its a blade type 15 amp car fuse.

Can you jumpstart with this

No definitely not. You could probably use it to put a charge intobthe battery for 10 mins, remove and then start the car

I'm confused. the cables are rated at 15 a, but it comes with a 20 a fuse??? surely that's the wrong way round.

No not really as the fuse would still blow before the cable melt. Cable would have to heat up first but the 20amp fuse is a quick blow
