No, the air shouldn't be leaking out at all, you have a leak in the air bladder. If you pump it up and put it under water in the bathtub you'll know for sure.

Q: Are these manually pumped?

Yes there are manually pumped. Be careful not to pump it to much as it can cause the foam supports to tear.
