can one of the two filters be washed out and re-used?

HEPA filters work by capturing fine particles as they adhere to the filter's fibers. Washing may dislodge SOME of these particles, but not all; also, it may negatively affect the fibers' electric charge which helps the particles to stick to it. In short, the filter you washed will be less efficient than the brand new one.

Change filter icon stuck on display. Reset button, cleaning sensor, and replacing filter won't work. Any workarounds to get rid of the icon?

I have the same or a similar problem. The red power and change filter lights are on and won't turn off. I've changed the filters, cleaned the sensor, hit the reset button as instructed and unplugged the unit off and back on. I cannot get those two lights to off so the unit can power up.

why do you have to install charcoal fileter befor HAPA filter?

Actually, the charcoal filter is the last layer that air will pass through. The filter system traps particles from the largest to the smallest. Activated charcoal is ionically charged and has lots of microscopic pits for the tiniest particles to be trapped in, such as smoke and odors.
