Q: does this work if you keep the toilet in a cabinet? Can it be easily removed from the brackets for use?

Yes, All you have to do is pull out the small plastic slide handle at the bottom of the toilet to get it to release from the brackets.

Q: what do you need these brackets for? To mound in place?

Yes, these are the mounting brackets, it comes with a template to place them in the correct positions. The template is pretty close and easy to use, may need to make small adjustments. A word of caution, do not over tighten the screws they snap off pretty easy, it's best to upgrade them with quality stainless screws.
