Q: How long does the battery continue to deliver power during an outage?

Fully loaded (5 amps) and new batteries you should expect 5 - 10 minutes. Smaller load, longer runtimes. Battery life is 3 - 5 years. Older batteries, shorter runtimes.

Q: What is the USB port for?

It is for use to communicate to the Power Panel Personal software for UPS

Q: Sorry to ask, but should a ups be unplugged when not in use/turned off? if it's constantly charging the battery wouldn't that ruin/waste electricty?

The charger only kicks in when the battery drops below the set point. If you are using the UPS frequently (like every day) your battery will stay charged just fine and yes you will save some electricity by turning it off, but its a minimal draw.
