Works great as a stem shifter on 20 speed steel bike.
Designed as a downtube or stem shifter with 30mm max OD. Had to bend the bracket and replace bolt with 30 mm long. Could not install below stem due to lever lever throw being below horizontal for 10 speed rear sprocket. Installed above stem, it looks ok and works perfectly, even smoother than the STI lever shifters it replaced.

Unbeatable Value.
I tried these shifters as a ~$10 risk on a drop bar mountain bike tourer build. I took a couple of rides to get accustomed to friction vs index shifting, but these have been very nice. I never realized how quiet my drivetrain could be. For mounting, I left the steerer tube on my forks uncut, clamped the bottom with an extra stem, mounted the shifters, then mounted the stem that I used for the bars. I needed a relatively higher handlebar mount in this build, but you could mount the bar stem lower and then mount the shifters above. You can do this, because most steerer tubes upper portion are 1-1/8 inches.

Good nonindexed downtube shifters
As others have pointed out, these friction shifters are for 28.6 mm downtubes. Their design is uncomplicated and effective. if you are willing to twitch the levers they'll work fine with an indexed shifting derailleur without the fuss of precision positioning needed for click shift indexed shifters. Simple. Fine.

Conflicting title and description but actually a downtube friction shifter
This shifter is indeed a downtube shifter. I was a bit confused by the fact that the product name says stem shifter but the description says downtube. I'm using an older derailleur system that's friction based (will upgrade it in the coming year) so I needed a downtube shifter that's friction based on both side. Bit the bullet to try and hope that this shifter fit my downtube.It fits quite well and the angle of the cable connecting to the shifter indicates that it's not really good for stem shifting since turning the handlebar would bend the angle of the cable out to the side a bit badly. Anyway, I've attached a quick snap of how the shifter fits on my downtube. The cable is not hooked up in this pic so that's why it's not appearing taut.Nice bonus that the shifter came with cables attached already. :)I will update this review to 5 star once I have had a chance to actually ride the bike with this shifter (ice and snow all over where I live at the moment).

worth the price.
These were as described. Nothing fancy not such high quality. But they work fine, adjust smoothly, and hold their position. Used these on an older 21 speed where the shifters were not working. These are friction shifters, not the ones you click to shift. When I got my first 10 speed (many years ago) this was the only kind of shifter you could get. So I am used to them.

What a disappointment. I have NO NEED for a downtube shifter
Advertised as a Stem Shifter, but is actually a downtube shifter, I found out today much to my chagrin. I bought TWO of these accursed things in 2015, and just today got around to installing them. What a disappointment. I have NO NEED for a downtube shifter. In fact, I was converting downtube shifters to these supposed stem mounted ones. ARRRRGH !!!

Important to know the diameter of the mounting location and whether the cables can be led fairly to the first guides.
Just the cure for an older and failing indexed shifter on one of my ATBs. I liked this type shifter very much on road bikes back in the 1980s. The bike its going onto was imported from Japan in the 1980s or early 1990s and has some unusual sized frame and stem dimensions. This shifter fits the stem perfectly and eliminates problems caused by finicky indexed shifters.
