is this kit for naturally aspirated?

The switch in this kit is for pressure 0-15 psi and would not work for a naturally aspirated unless you set it up for manual only use or purchase a separate switch that is set up for vacuum.

Can I run E30 with this kit

You can use Water + methanol or E100 inside the Kit tank.
