Q: Dos the sheath have a belt loop?

Yes, has a clip that attaches to a belt.

Q: Can this knife spark a fire steel?

Yes it can. Any sufficiently sharp object will spark a fire steel..including broken glass! If you are askg if the back of the blade jas a 90 degree grind? The one I handled didn't but the choil did with a bit of fiddling. This knife is inexpensive enough that I wouldn't be afraid to take a file to the back to make it 90 degrees.

Q: What are the carry options with the sheath?

There is a belt “loop” on the kydex sheath that came with mine. For my use I used the clip to attach to molle webbing and for extra security I ran shock cord thru the holes in the sheath and then thru the molle webbing securing the tension with a spring retention snap/ button. SOG also sells individual sheaths if this don’t not fit your need. I would trust the belt clip alone with any carry method.

Q: Can you baton with it?

I have used it as a baton several times. It works very well on material that the blade can bisect. The knife has an edge very well.
