This is used to make powdered products into a liquid form. You can even use this for dried up liners. Typically you used 1 to 2 drops, it all depends on how much product you use.

can i use this with foundation? how about cream or powder blush?

Any product that is getting dry such as a gel eyeliner or a cream blush can be fixed with this magic liquid. It can even be used to repair broken blushes and face powders. It will save you a lot of money that way I dropped my favorite powder the bear Pro powder foundation from bareMinerals. I thought it was ruined and then someone told me about this liquid there are YouTube videos which show you how to repair using this stuff but it was like having a brand new Compact and I saved money by not having to buy a new one
