Q: Why do two of the sata connectors have latches, and two don't? can i get a 0.5m version with all four latched?

Q: Is the sff-8643 connector only capable of transferring at speeds up to 12gbps, or can it service all four sata connectors at 6gbps at once (24gbps)?

The connector to from research and my understanding can do 24gbps which would be split up amongst the devices connected. 4 sata 3.0 drives would max out at 6gbps per drive. I have no way of really testing this though. I know I get great read/write performance on my NAS Build which has an Lsi Broadcom SAS 9300-8i HBA. The key is to make sure your HBA/RAID card has the proper firmware on it. Hopefully this helps!!!

They are (with sufficient wire gauge, there isn't a difference for cables). Be aware that your speed is also limited by the SAS side and the drives. If, say, you have a SAS card plugged into a native PCIe x16 slot, and these cables and fast drives, you'll get full speed on all four drives.
