Q: Is this item BPA-free?

I don't know. Since it's a Norpro product maybe you can check with them.

Q: Would it work for making clarified butter?

I would not try it. I have bought two of these, and when I've put very hot broth and drippings in, the plastic has cracked. I'm not sure any of the plastic fat | gravy separators would handle hot butter, although one (the Trudeau) says the plastic is good to a fairly high temperature (" Pitcher resists heats up to 400 degrees F and is microwave- safe") and might do the job. There are also a few (two?) that you can find on Amazon that are made of glass, maybe even Pyrex--if Pyrex (the old formula, especially) I'd think they could do the job--they do look a little fragile because of the way the spout seems to be attached. You might use the Norpro if you are careful to cool the butter down far enough before trying it (like maybe 180 degrees F or less).Thinking about it some more, why not try an ordinary Pyrex measuring cup--the solids sink to the bottom, so let them settle for a few minutes and then pour the clarified butter off the top. Or, try using a coffee "funnel" and filter--I've used those for filtering oil for deep frying for reuse--I do let the oil / shortening cool significantly before putting it through the funnel--never measured the temperature, but I'd bet that it is down below 200 F when I start filtering it.Hmm, I've been thinking about getting the Trudeau version, but, today, looking at the design / shape, I'm afraid it would be hard to tilt far enough to pour off the broth (from the bottom) without getting spillage of fat from the top. Maybe if I fill it to significantly less than its 4-cup capacity.

I don't know about that, but it cracked after two washings in the dishwasher and it says dishwasher safe. I wrote to the seller about it and never got an answer.

Q: does it come with a strainer that fits on top?

No it does not come with its own strainer. However most standard kitchen strainers will work with it just fine.
