Q: Can this fit a hard hat in the main compartment?

Not sure, but it’s big enough

Q: Can this bag be used for the back seat as well?...as long as it has a headrest?

I've used it in the back seat but the rear of the bag only allows the seatbelt to go through one direction so it must be used on the passenger side unless you have the reversed seatbelts

Q: I know this bag is marketed for police, and i am no law enforcement officer. i do need a larger briefcase, will the wingman work well in that role?

This bag is pretty large for a briefcase...if you set it in a car it takes up the whole passenger seat. It’s really designed for law enforcement really.
