Q: Is the material cheap? What is the "skull face" made of?

It's like patent leather material, it's not cheap material very durable

Q: Will it fit an iPhone 11 Pro?

the inside dimensions are approximately five and quarter high and two and three quarters wide if that helps, I bought it to add to my skullection

It has a fabric lining with 1 slip pocket.

Q: Can this be made into a cross body bag with a chain? Or does it only have a loop on the side with the wrist attachment?

It has a loop on one side but it can be done. I made it a cross body purse by just leaving the purse open when I wore it and attaching one end of the chain to zipper and the other to the little loop that holds the wrist strap. Otherwise the zipper and the loop on the same side but you could either glue one, sew one, etc on the other side pretty easily.
