Q: Can I use this to fix a rip?

You might be able to use this to fix a small rip depending on the material. I used this to paint on the back of the crocheted rugs I make from sheets (rags). It works well for this but does not last through very many washings.

Q: Will it damage vinyl flooring

I have this on the back of several area rugs. It is hardwood and vinyl. I have not had any issues. I would say to make sure the coating is very dry before laying on the floor. It takes several coats to keep it from sliding. I only added to the corners and a strip down the middle. It will dry clear and works well for me. I have a dog and added to keep her from sliding. I added 4 or 5 coats.
