Don’t get that size I don’t know why that weirdo would tell you to get that big a** size. Get a small, I’m a 34C and got a medium and it’s too big

I am not certain. I am 35 inches and wear M comfortably. My guess is S for you, but I am not sure how big a difference there is between sizes.

I would say yes, as this is more of a compression bra than a binder. It's fairly comfy once you get the hang of the hooks, it was a little harder for me because I have frozen shoulder. Although I'm about 5'1", 160-170 lbs, and a size like... I dunno I had a reduction so I'm still shrinking but best guess is I'm a large b small c. It's comfy and I don't have to take mine off every four hours like a binder. You can tell them it's a compression bra and relieves some of the weight of your chest.
