Q: whats the material the green handle made of?

Plastic. I don't know what kind.

Q: Do the center posts come out? I am wondering if they unscrew so that I can put something like a large meat loaf in the larger basket.

The posts do not come out, but you can push the top and the two baskets separate.

Q: Can anyone please verify the exact OUTSIDE diameter at the top of the basket please? And the INSIDE depth of the basket?

By my tape measure 8 3/16" outside diameter at the top of the basket. The handle ends stick out a little, so 8 5/16" with the handle. The handle ends do compress in and the handle is removable altogether. Inside diameter appears to be almost exactly 8". Inside depth is 1 13/16". Outside depth is harder to measure because of the "feet" (the three dimples in the bottom), but it is about 2 1/8" from the top rim to the bottom of the feet.

Q: Does it have feet on the bottom or do you need a steamer rack?

It has feet on the bottom so no steamer rack would be needed. I am going to guess that you are using this in the wonderful Instant Pot :) If you are, be warned, for me after about 5 or 6 times in the IP the green plastic thing in the middle broke. I assume it's due to the pressure and high heat.
