No water necessary. The hand-sanitizers basically dries up in your hands.

Q: can you refill the refill bottle? i want to go to costco buy the giant jug of hand sanitizerr and pour that in to the refill bottle for the dispenser.

If the “lid” can be removed, I don’t see why not. They may make them where you can’t refill them. Check the refill bottle to make sure it can be unscrewed and screwed back on.
