Yes it is I used it on my living room wall underneath a window that was messed up than sanded it than painted

Q: How do you recommend sanding the product that is along side a window with concrete walls 5" wide X 60" tall? No perfection just smooth to paint?

You don't need to sand this prior to paint. Just smooth the surface when applying quickrete as it's setting.

Q: Can this be used directly on top of soil or will i need some form of barrier?

I would use layer of small pebbles.
