Q: Is it safe for a goat?

I would imagine yes it is safe. All mammals need salt and minerals in their diet. Humans are the only species who overdo various items such as sugar and salt. A goat would regulate any mineral offered.

Q: Is this suitable for dogs?

I would imagine so. The salt looks and tastes like ordinary rock salt. Our dogs, German Shepherds x husky, are keen to have whatever the horses have. They eat enormous quantities of carrots, dabble with any cubes dropped and stand on hind legs to go after the salt. The guard the horses, but are jealous dogs. Whatever horses, cats have, they must have, and of course must have a share of Yorkshire puddings!

Q: Why does it say only for animals? Why couldn't someone, hypothetically, buy and use one for their own personal recreational use?

Presumably because the item is not packed or supplied as suitable for human consumption. I have chipped off a piece to use when my rock salt was low. I only use rock salt for cooking, this was the same. I suffered no I'll effects. My horses love their salt on a rope

I would imagine this would do no harm to any animal. I have chipped little bits when I ran out of the house rock salt. Tastes nice. The most important thing is for any animal to have total access to fresh drinking water. Many thanks CCR
