How do you add the water when re-filling, from bottom tank or top?

I wasn’t able to put it together, but it had a filter on top and then a separate base at the bottom

Why does the water pump have suction cups if it floats on the water

To attach the pump to the bottom of the container. Mine didn’t quite reach it’s no biggie if you don’t use them I’m not. Just make sure the pump is submerged.
