No, it is a stable desk chair with a recline and footrest. It does not rock at all.

Could this chair be assembled without the arms? Could they be easily installed/uninstalled if necessary?

Yes,but the armrest is also an extra support,we suggest to be installed as a whole unit.It is easy to be installed or uninstalled,only need to take screws out.

Is that little 25.4" pad removable?

Yes it is. It’s held on by a wide elastic band that slips over the back of the chair. I’m tall, so I use it near the top of the chair back to extend the headrest a bit.
