Yes a silicone foam, love these grips, best foam type grips out there.

Do these have locking end caps?

No. They just have end cap plugs.

Would these work on my Bontrager alloy, 31.8mm comfort sweep handle bars?

I have the ESI grips mounted on 31.8 carbon bars . They should fit on your bars, they are difficult to put on use a soapy water solution to help slide them on.

Is it easy to switch these grips from one handle to another?

Yes- I slip 4 long allen wrenches with rounded ends in between the grip and the handlebar and the grip slips off. To reinstall I use golf grip solvent.
