Is this vest suitable for non-swimmers?

Yes. The Fisher is a Type-3 USCG approved PFD. Fit is very important for proper function so make sure to purchase the correct size according to your weight and that all straps are adjusted and tightened for a snug fit.

Is this on the bulky side?

Yes, very bulky. We ended up returning my husband's vest back because while he started casting the zipper would just start sliding down and he would have to zip it up constantly.
