Q: My relative, who uses a wheelchair, will this ramp work for 18 inch drop (3 steps)?

I bought the ramp to use as a moving ramp for my trailer, It had a 16" rise and the ramp worked great. With the length of 10' an assistant might need to help your relative up the ramp.

Q: Do you think the 6 foot ramp would work for getting large dogs onto a boat?

yes they are very strong. My father loads a battery scooter in his car with them

Q: how does this attach to the upper level for example a stage or step?

The ramp rests on the surface and I've use ours on concrete stairs and wooden stairs and had no problems with any slippage, if it has got to be attached you may have to drill holes as I did not see away for that to be attached.
