Just get one from your cable company.
The card was registered to someone in Maine. I live in California. I had to return it to the Cable company and exchange it.I was treated as if I had stolen property. I spent 2 to 3 hours on 3 different days on the phone, trying to get the card activated.

Will NOT work with Comcast, they will NOT activate it
Comcast refuses to activate any cable card that is not in their system. Don't even bother trying. Infuriates me that they went from charging me $2.99 a month to $9.99 a month for each of my cards.

TIVO requirement
Motorola cards are used in TiVo equipment and must be set up by your provider

Comcast thievery at its best...cable card secret
Comcast gave me the run around when I first asked about a cable card for my box. I knew they had them although the CSR was adamant they did not have them or support them. The tech came out from the back with a card in hand and told me that the cards would be obsolete in six months and would not be supported any longer. That was in 2013. Good to see the boxes and the card are still around. It is the best cost saving alternative to a new TV and cable co rip off fees.
