Yes, but doesn’t hold it well. Honestly, buy something else. The whole unit has started to lean to one side on mine.

Would this fit children’s garden tools? They have thinner handles so I’m not sure if they will fit

Yes, in some of the holes but not all. I would not recommend this holder, though. It is poor quality. When you put tools in it, it seems it MIGHT fall over.
