How much do these make the bar bounce after dropping the weight?

Very minimal. Dropped 225lbs from approximately 7 feet and the barbell and plates had one “big” bounce of a few inches and then settled down. These will NOT silence the sound or vibration of you are in an apartment of condo. I use them in the garage with a concrete floor and they still make noise.

Do they come in pairs?

Can these be used with metal plates? We don't have bumper plates.

I use mine with both bumper plates and Iron Plates. The covering is a thick Vinyl/Fake Leather and is pretty durable. I've been using mine once or twice a week for almost two years and they still look almost new. No tears or anything like that Also the foam hasn't compressed or malformed or anything like that. I deadlift at least 400lb up to 450-500 or so consistently.

can they be stacked for vaulting and landing?

Please read the dimensions and specs. I am not a gymnastics coach but in my unprofessional opinion these would be too small and possibly the wrong density to be used for stacking or vaulting. I would not think these would be safe at all.
