Isn't there supposed to be 3 bags of hay when purchased? I only received two.

I did get 3 bags of hay in mine. I think you can reach out to the seller and inform them of this and I hope you get another free bag for your troubles. :-)

Can it be used for hamsters?

Yes. My hamster loved eating hay. They also enjoy dried mealworms.

Would this be ok for my finches to use in their little house?

Hey, Product failures of course can occur to any product line, but I have found Kaytee products to always be fresh and top shelf. Their product line does tend to be a relatively stable hay and grass, but good is good! I think Kaytee must care, who else cares about Exotics but them and a few others? I and my wabbit, Mokita do appreciate Kaytee. :))
