What is the diameter of the holes?

The diameter is standard hold punch size. There is an adjustable stop that allows you to change where the holes are positioned on the paper.

Does the handle go all the way down when you are punching your holes?

yes. This is a very, very good 2-hole punch that I highly recommend

What is the distance between the two holes?

2 3/4 " is a problem! That's not the distance european binder require. They require 8.0 cm! I bought the wrong punch because the instruction never mentioned the distance beween the holes! (There are other punch that offer 8.0cm.
