Q: can a 4mm corrugated poster fit into the slot?

The short answer is yes.... ( 4mm is a little thicker than 1/8”). The longer answer...... it would require some backing, or filler. This frame is very heavy duty - suited for plywood or metal panels. It would be kind of “over-kill” for a thin poster.

Q: How about wind resistance? I'm going to buy a poster board for outdoor display.

This poster stand is very heavy. It's basically OK to put it outdoors

Q: Is the display water proof or does it need something to keep it waterproof?

The frame is reasonably waterproof. What may not be waterproof are your posters. I printed my posters on plastic and they are waterproof.
