Would this work to move sand off of a driveway after flash floods? Or is it for more lightweight duty?

Probably for more lightweight, but I guess it depends on how thick the sand is. I've only used it for snow and it is good up to about 3 inches. Heavier than that and I have to use a snow shovel.

With the low handles of the cart, how well does it push snow? It looks like it would hurt your back

Light snow is fine. I am a senior citizen and used it to do my driveway. It is like a push shovel. If the snow is a wet heavy snow it will be heavier like a shovel. I like it though. It works good for me..

Dimensions of the plow

It's the width of the cart and about 12 to 14" high. Enough for about 5 to 6" of snow.

Wheels quickly pack with snow will hardly move.. Any ideas to fix?

I usually don't have that problem unless you're trying to move too much snow at once I usually move three or four inches with no problem the blade clears the snow out of the way so the wheels don't even run in it you may try silicone spray on the wheels might keep the snow from sticking
