How loud is it? Totally silent or discernible hum?

I am very critical with my Audio and video set up as I hate noise and this thing is pretty much close to totally silent. No hum noise at all.

Does it have High Current outlets ?

Yes. It has a total of 12 outlets in the back and 1 in front. And of the 12 in the back, I recall that 4 are high current outlets. Pls check the Furman site for detail.

What is the difference between this and furman elite-15 pf i?

The chief difference is that the 15 pf i has a so-called "power factor" device which is a fancy way of saying that it has a large torriodal capacitor inside the unit. This provides 45 amps of extra power for sudden large power draws. The 15 DMi does not have this extra high current power feature. So what does this power factor do and is it noticeable relative to the less expensive 15 DMi? If you watch movies or listen to music audio that requires sudden high power draws the 15 pf i will give your amp and speakers what they are asking for instantaneously while the 15 DMi won't. For example, the movies Black Hawk Down and Avatar have scenes that really pull the juice. Therefore the extra 45 amps of instantly ready power of the 15 pf i will probably allow a clearer audio and video presentation. If you don't play content that has large power draws on your amp then the 15 DMi will work just as well as the 15 pf i. Both units have 12 receptacles and are the same size. The 15 pf i weights a bit more due to the internal storage transformer. Also, the 15 pf i replaces the digital front readouts on the front of the 15 DMi with extendable lights for seeing your gear in dark areas. Also the 15 pf i requires a separate power cable that you have to buy whereas the 15 DMi comes with its own non-detachable power chord . I own three 15 DMi's and they do clean up both the TV picture and audio. Not a big improvement but it's definitely there. Also both these units supposedly protect your gear if the AC power at the wall drops or spikes. Not sure about that one though . . . Personally if you really want to both condition AND protect your gear you need to consider the Audioquest Niagra 7000 ($10,000) or one of the Shunyata products. Better yet, if you really really want to do it right consider the P.S. Audio Power Regenerator P20. A whole new ball game ! And of course, the FIRST place to start with clean power is a dedicated AC line directly to your breaker box. Good luck.

are the outlets on at all times

I have two of these. One about 8 years old and the other 10. Both are doing great. I believe there are both switched and unswitched outlets. The unswitched are on all the time. Both units have been left on. I never shut them off. Instead I shut off the audio components. They are all on triggers so when I shut off the preamp, the tuner, CD player and Amplifier turns off (actually go in to standby mode.) You can probably find the users manual on line if you search for it.
