Does this plan float? Can it be used in the water?

The bag when it sealed will float. The PLB is water proof and so is the light. The light will turn on automatically when it is introduced to water.

So is this international? Can use in Malaysia? Thanks.

The PLB purchased in the US will be programmed. It will need to be registered with NOAA. In case there is an emergency in another country, NOAA will notify the local search and rescue agency based on your GPS location.
