Does the filter affect how much air the fans pull through and therefore internal temps?

The filter lets a lot of air to flow through it. However, if you live in a dusty environment, the dust will accumulate in the filter and reduce the airflow a bit. It's a good idea to wash or replace the filter when you notice a lot of dust in it.

Is this fire resistant?

PuraPC filters meet UL 900 flame retardance requirements.

Roughly 1/8" to 3/16". I used on my P.A. sound system. needed to be cut to size. It works fine.

Is this foam fuel resistant/ Could it be used to seal the air space around a carburetor air filter, may be exposed to some gasoline.

No, contact with fuel is not recommended. Polyurethane foam filter material is recommended for airflow applications.
