What is the difference between this kohler k-23725-na cast iron cleaner and kohler k-1012525 cast iron cleaner ?

It's a different formulation. I still have the older one (525) left, it's thicker and blue. The newer one is much thinner (shake first), clear-to-white. They seem to work the same. I don't think the older one is available anymore.

Is this cleaner septic tank safe?

I don’t see why not it is just a white polishing gel.

Is this cleaner available in something larger than 8 ozs?

I have only seen the one size offered.
