I've read vit c and copper peptides can not be mixed because they cancel eachother out? And this says it has vit c? Is the c in a different form? '

The short answer is that you can use vitamin C and copper peptides together as these two ingredients complement each other. The longer and more complicated answer is that it depends on your skin type and individual reactivity. If you have sensitive, redness-prone skin, mixing vit C and the peptides could result in more irritation, redness and itchiness.
