It can be read at 240-33 ohms, is your digital meter letter point at 240-33? What are the most readable signal points of your digital meter

Q: can this be used on a regular truck fuel tank?

Sure, your tank will need to accept a gauge from the top down then verify the OHMs needed for your gauge and then the length of the unit to make sure it will reach the bottom of your tank for a complete reading and finally the bolt pattern of the sending unit to match your tank or you will need to make an adapter.

Q: On a new installation would tapping a 3/8 inch aluminum plate for mounting screw holes(5) be sufficient ?

The aluminum plate would have to be thick enough to allow you to tighten the screws down very firmly, but I think it could work.

Q: Does this need a sealant in addition to the gasket on a Moeller 12 Gal High Profile tank due to the rough surface of a Moeller?

I would use permatex form a gasket as a sealant
