Is it safe to put fire directly to the bottom of this pot? For instance from a tea light candle?

It should be safe to do so. You're able to use incense inside them and I looked it up online and if you put liquids in them then as soon as you're done using it you'll want to put it in the oven to dry it out otherwise being cast iron it will rust. Do not use soap and water to clean it either. A damp/wet rag or towel works well.

Is this big enough to burn a letter/sheet of paper?

Yes if you fold it up a little; a folded piece of paper can definitely be burned in this. It's a nice size.
