Q: Are these noise canceling without music on?

No, they aren’t. They slightly muffle sound just because they cover the ears but they only cancel out noise as they are playing music. I bought my son some protective earphones at the hardware store for that.

Q: Does this work with laptops HP?

I use it with bluetooth on my HP laptop. Setting Devices add bluetooth device.

Q: Does this work with android phones? Like an S9 not note?

Yes, it works fine with my Android Phone. I used it both ways: wireless with Bluetooth connection and wired.
