Q: Are they made out of silicon?

Yes a silicone foam, love these grips, best foam type grips out there.

Q: Do these have locking end caps?

No. They just have end cap plugs.

Q: Would these work on my Bontrager alloy, 31.8mm comfort sweep handle bars?

I have the ESI grips mounted on 31.8 carbon bars . They should fit on your bars, they are difficult to put on use a soapy water solution to help slide them on.

Q: Is it easy to switch these grips from one handle to another?

Yes- I slip 4 long allen wrenches with rounded ends in between the grip and the handlebar and the grip slips off. To reinstall I use golf grip solvent.
