Will it work without the action figures?

Yes, this remote control vehicle works great just how it arrived in the box. I did additionally, purchase a 5 inch buzz Lightyear action figure to ride in the vehicle. I found an articulated action figure on Amazon. That was 5 inches and it worked just fine.

Why does the images have a Buzz photoshoped into the image? It doesn't come with Buzz figure?
