Does it come with staples?

Yes .The cordless staple gun comes with 3000pcs Staples,500pcs Nails

How do you load the nails? It's not in the manual, ive looked online.

To load nails, turn the unit upside down. Press on both sides of the Release Lock (#5 in the manual diagram) and slide the Cartridge (bottom) backwards. Remove any staples inside. You'll see a thin slot in the bottom of the trough on the right side (viewed from the front). There is an arrow pointing to the slot. Place one section of nails with the heads down in that slot. The heads are a bit larger than the rest of each nail. Make sure the nails are flush against the side of the trough and slide the Cartridge closed. You can see if there are nails or staples loaded thru the Staples View Window (#6). The nails should be tightly pressed forward, ready to fire.

Can this be used for a carpet runner on stairs?

Hi dear, Thanks for interest in the cordlss stapler,I kindly suggest you use other NEU MASTER tools if you would like to use it for a carpet ruuner on sairs.This stapler is suitable for light duty projects
